If you are trying to SSH into your router you will need to check it's firewall - and check to see if it has SSH support - virtually all consumer routers never do.

got the admin password and username to my router and 22-23 works like a charm from a remote location thanks for everything can u explain one more thing?

A public Static IP address is assigned to your Modem/Router deliberately by your Internet Service Provider (ISP). If you are talking about a internal Static IP address - which is assigned by your Router to your Computer then this can be done in one of two ways:
1) By entering your Router's administration page and changing it's settings to allocate your computer the same IP address every time. This varies from router to router unfortunately - Google is your friend. 2) By configuring your computer (using Network Management) to use the same IP address all the time. This could cause issues however if you're computer needs to connect using a Wired connection to multiple networks. You should be able to use the Network Management settings interface to do this. Namely: Manage Connections > (Type) > (Select appropriate entry) > Edit > IPv4 address. Change Method to "Manual" then enter the appropriate settings. If you do not know these details, I recommend you go with method #1 instead as it will pose less potential issues to you.
