Turning off "snap to grid" as default?

When designing reports, there seems to be two different coordinate systems: one with "snap to grid" turned on and one with it turned off. How does one turn off "snap to grid" as default?

Do you mean two coordinate systems or two behaviours? 1. With alignment to the grid, 2. without one.
In other words, do you just request adding an "Align to grid" option?

In Report Design mode, when I place objects onto a page at the same x or y location, initially, their coordinates(x or y) are different when they should be the same. AFAIK, This depends on whether the "snap to grid" is on or off. After clicking on them, the coordinates become the same. Strange. It's as if initially, there's a different coordinate system for "snap to grid" for a short while.
