In KDE 4.10.1 System Settings->Input Devices->Mouse->Advanced->Mouse Wheel Scrolls By, I have the scroll wheel setting at 1 line.

When I use konqueror (file management profile) or dolphin, a single detente movement in the mouse wheel results in the file list moving by six or seven lines. Difficult to scroll through the file list when the wheel moves that much distance. The font size is 10 point, if that matters.

In all other apps, KDE and non KDE, the mouse wheel scrolling is normal.

Is there another setting controlling the mouse wheel scrolling in konqueror and dolphin?

As Dolphin and Konqueror share the same fundamental backend for the visualization of the file listing, I suspect it is this backend which is causing your issues here.
In any case, it should respect the same settings.

I'll move this to the Dolphin forum so it can be commented on there - I suspect this is a bug...

Yes, it is a bug. Currently, the code does not respect the setting: https://bugs.kde.org/show_bug.cgi?id=316580
