Where to create feature request issues?

Hello everyone,
I'd like to know what the best place to submit ideas and feature requests for dolphin is.
The github repository does not have issues enabled.

For example for dolphin I'd like to configure a per-directory view-settings for a media center / movies folder which I asked about on StackExchange.
However, if things aren't possible to do with KDE software as of right now and probably aren't bugs (like this) they probably shouldn't be asked about on StackExchange but instead be made into issues (or be marked as solved there with a link to the created issue). Furthermore I don't know how many people are watching the KDE tag at unix.stackexchange.

Maybe it's similar for other KDE software for which I also have some questions and feature ideas.

FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

Alright, great - thank you!

It's a bit odd to have feature-requests go to a Bugtracking System where even the url indicates it being exclusively for bugs (instead of into e.g. issues of a GitLab repo) but I guess the current priority is fixing bugs anyway so it doesn't matter much. I don't think that forum posts are the appropriate format for feature-requests except if they are already implemented (via workarounds, alternatives, extensions or somewhat hidden) or for a pre-issue-creation discussion. But it's probably not that important right now due to the focus probably being on bug-fixing.
