I started using tags and noticed that Dolphin doesn't copy tags (stored in xattr) when copying files. Moving tags when moving files works. Is this intentional? If so, is there a way to change that? At this moment, I have to use cp --preserve=xattr.

KIO doesn't preserve extended attributes (yet).

So for now I have to watch what I do with my files.
