Hello,
I noticed that if I have an program open (let's say it's Kate), when I select a file and press the "Open with --> Kate", dolphin will open a new instance of kate and will not use the current one.

All subsequent "Open with" are opened in the instance that Dolphin "started". Is this a bug, or a configurable option?
If the later, where can I change this behaviour?

That's usually a behavior that's configurable in the target program. For example, most browsers will have options to allow opening links from other applications in either the current tab, a new tab or a new window.
Checking kate (from kde 4, I don't think that's changed though) I don't see an option to configure this behavior.

It does seem odd to me that it would sometimes open in an existing instance and sometimes in a new instance, so I wonder how that behavior came about.

I'd suggest submitting a request to bugs.kde.org to add such an option.

I am asking just in case, there is something in Dolphin. I am suspecting a bug, or similar.
