Can't set custom icon for a folder on an NTFS filesystem

For reference, I'm on Kubuntu 20.04, and my Dolphin version is listed in Discover as 4:19.12.3-0ubuntu1

My issue is that when I try to change the icon for a specific folder on an external hard drive, I'm not given the option to do so. I know how to set an icon, and I have no issue setting icons for folders on my primary hard drive. When I open the folder properties, I can usually click on the folder icon to change it, but on the external drive, I can't click it. It's just a plain image, rather than a button. In addition, I tried setting a custom icon using the Nemo file browser, and had no issue doing it there, so it's definitely a problem with Dolphin specifically. At first I thought it was an issue with my external drive, but then for testing purposes I tried to set a custom icon for a folder on the hard drive partition where I have Windows installed, and that didn't work either. The external drive is meant to be a shared data drive between Linux and Windows, so I have it set to use the NTFS file format. That leads me to believe that the issue lies with the file format, since I have no issues setting folder icons on my main EXT4 partition. Any ideas on how to deal with this?
