SSH freezes while in use and takes minutes to unfreeze

I use SSH on KDE Neon to manage a variety of DreamHost domains. While navigating a remote file structure with Dolphin the connection regularly freezes, usually while I'm browsing a directory tree; often on the third or fourth change of directory. The connection then takes 10 minutes or more to unfreeze but the rest of the computer is unaffected; I can even browse the same remote website. I can access a different host but the original one still stays locked. If I change to a different wifi hotspot I can connect again, but this one will eventually do the same. Switching from one wifi hotspot to another and back often unlocks it. Reinstalling the OS has no effect. The computer is a Slimbook Neon reference machine, which I would have expected to be as good as it gets.

This occurs with Dolphin, with Kate and with the command shell, but FileZilla never has a problem unless the connection is already locked. I have to assume there's a fault somewhere in the network layers that causes the machine to barf on specific user actions. Or there's something weird about my computer. Or something else completely.
