Sorry have seen this question other places didn't fully understand that layout / syntax

I have created /usr/share/kservices5/ServiceMenus/filetags.desktop

[Desktop Action filetags]
Name=filetags

Exec=konsole -e /home/user/.local/bin/filetags %U

It is not showing up in the menu When I run the command

konsole -e /home/user/.local/bin/filetags %U filename.txt

the scripts works fine. Pops up a terminal (Using a python program) https://github.com/novoid/filetags

Try:
MimeType=all/all;

And add:
X-KDE-Priority=TopLevel

O, btw. There's a typo in there, termiNal.
