How to add default "Places" bookmarks for new users?

Hi!
I'm on Kubuntu 22.04, with KDE Plasma 5.24.7.

I'd like to add a few folders as default Places for all new users, so that they appear in Dolphin's left sidebar, but also in all other file dialogs across KDE apps.

I've figured out that if a user adds a place bookmark, it gets stored in ~/.local/share/user-places.xbel, together with the default locations (which can be configured in the System Settings -> Locations KCM pane).

I also know that when a new user logs in for the first time, the contents of /etc/skel is copied to their new home folder as the initial configuration. However, adding a pre-configured user-places.xbel to /etc/skel/.local/share/ is not a good idea, because it contains absolute paths to e.g. the Downloads and Documents folders, so if my pre-configured user-places.xbel would just get copied to a new user's home folder, that would result in wrong Places bookmarks that the new user can't access.

So, is there a system-wide place where I could add additional places bookmarks? I looked through the KDE and distro-specific default config files in /usr/share/, but I couldn't find anything relevant.
