Bug reporting is totally out of wack, difficult to use for a user, and often instructions don't work.
"This website is maintained by The KDE sysadmins (don't report bugs in KDE software to them!)" OK -- There is dropdown called "Reports" on the web page but if one looks at it there is no place to send the bug information. The debuging tools and webpage is same. What we have here is: a failure to communicate !! Sorry, but it's Adept which is obsolete here. And it is that for almost four years now. Please see Adept website: http://web.mornfall.net/adept.html
You can't really blame anyone for not supporting software that is not supported.

When logged in with an account on KDE Bugzilla, you should find "New" as an entry along the top bar.
The reports menu provides various reports on the bugs currently being tracked on bugs.kde.org.
