Can someone please remind me where the kde lock screen settings are for fedora? I haven't used kde in awhile and I can't remember.

If you are referring to the lock screen used to prompt you for your password, it is located at System Settings > Display and Monitor > Screen Locker.

Is there a command line way to get there? I don't see it where you said . |

If you don't see it, then it is possible you are using a prior version of KDE where the module was called "Screen Saver" instead of "Screen Locker".
Otherwise, the command given by wolfi323 above should do the trick.
