issues with top panel

I installed kate in Ubuntu 14.04 but face a this problem

When I open Kate as sudo, I get all the full fetchers
But when open as a regular user, the top panel is missing

Hers how I installed kate

sudo add-apt-repository ppa:kubuntu-ppa/backports
sudo apt-get update
sudo apt-get install kate

Tried to attached the screen shot, but could not doo that

what are "fetchers"?

re: images, the forum doesn't host images you must use a 3rd part image hosting site

to facilitate tagging there are buttons if you use the post's preview button


the tags are:
Code: Select all
for images [img] http://address_of_image [/img]
to resize the image (width size limit of 720 pixels) [thumb=500] http:/address_of_image [/thumb]

if you're missing the menu bar try ctrl+m

if you mean the toolbar then when menu shows Settings -> Show Toolbar
