Add EurKEY layout, move it to top, from Bash install script

I have a set of Bash scripts which install Arch Linux and KDE and also do a lot of otherwise manual post configuration.
Some of the things I can't seem to get done from my last Bash script are KDE/Plasma System Settings :
  1. Add the EurKEY keyboard layout and move it to the top above the default us keyboard layout.
  2. Change the region to Nederland - Nederlands (nl_NL).
  3. Redefine and add keybindings (keyboard shortcuts).
  4. Configure the number of virtual desktops.
  5. Mouse Actions

Notes to 1.
Similar to kcmshell5 kcm_keyboard then Layouts-tab then + Add-button then select EurKEY then ^ Move Up-button.

Notes to 2.
Similar to kcmshell5 formats then change the region at Region:.

Notes to 3.
Similar to :
kcmshell5 keys then for example KWin or Latte Dock or Plasma or Yakuake.
kcmshell5 khotkeys then for example Screenshots.
kcmshell5 standard_actions then for example About KDE.

Notes to 4.
Similar to :
kcmshell5 desktop then Desktops-tab then for example Number of desktops:.
kcmshell5 desktop then Switching-tab then for example Action then Switch One Desktop to the Left.
