where user's config files come from when it was created ?

hello everyone,I just want to customize my root account right click menu,and I have found the configuration file which is /root/.kde/share/config/plasma-desktop-appletsrc.
But howerver,I hope when I create an new account ,it's right click menu is already configured. So I want to find where template files of the new account'kde configuration files come from.
If anyone could help me,I would be very appreciate!
My distribution is Centos7.4

I solved it,when you created an new account ,which will copy /etc/skel directory to his home directory.So we just need to copy the configured applications to /etc/skel .
