Bug reports need to go either to your distribution or to https://bugs.kde.org, the forum is the wrong place for this.

FWIW: your Plasma version is rather old, so if you want to report it somewhere your distribution is the only solution, as we do not support this version anymore on our side (the same is valid for all versions older than Plasma 5.1.8.x)

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

Sounds like you are running Debian.
In my experience with a few distros, such as OpenSuse, Kubuntu, Linux Mint, high CPU usage when writing to a USB stick is normal. That's just the way that Linux is programmed. Sometimes 1 core goes to 100%, sometimes up to 4 cores.
It doesn't matter if the format is FAT32, NTFS, exFAT.
