After updating the kde to the 25th anniversary update

Third-party package problem? I don't know what Power Tray Bar you are talking about, you might have to be more specific. Third-party plugins and applications usually can cause problems on distribution and system upgrades as those have to be reconfigured to newer settings.
Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

it is not third party, it is powerdevil kde utility

Right, so the Powerdevil icon on the System Tray doesn't show up, but it only does if you run on battery, you do know that, don't you?
By default it is set to "show when relevant". If you want it to show permanently you need to edit the System Tray Settings
