Disable sending page up/down with scroll wheel?

It seems that by default konsole uses some internal logic to decide whether to treat the scroll wheel as scrolling the scrollback or sending input to the term, or perhaps I'm conflating implementation and effects here. Either way, I've seen two different behaviors.

Ideally, I'd like it to never send an input to the term and solely operate use of the scrollback. If there is no scrollback, the scroll wheel should have no effect.

Is this possible? If this is not possible, can anyone recommend another terminal with the holy grail of:

1. unlimited scrollback
2. the ability to reset scrollback without sending input (i.e. like the konsole ctrl-shift-k)
3. the ability to customize the scroll wheel behavior to solely operate the scrollback.
