KDE hangs at startup when there is no internet connection

When I start the Fedora 20 desktop it hangs at KDE 4.14.1 startup when there is no internet connection. Eventually I get this message:

When the panel shows up it is not responsible. When it becomes responsible and I click, say, the Dolphin icon, it hangs before it loads.

By the message in the message box my guess is that everything is waiting for ktimezoned. If that is the case how to make ktimezoned give up after a few tries? As it is now it gets a few minutes to reach the desktop.

I moved this to the Kalarm forum as that's the app that generated the message, if it's shown to belong someplace other I will move it to the appropriate forum
