Kalarm time zone problem

I'm using Version 2.11.4-Sak on Mint 18.3.
When Kalarm starts I get a popup window:
Time zones are not accessible:
Kalarm will use the UTC time zone.
(The KDE time zone service is not available: check that ktimezoned is installed.)

My clock widget and time in the lower right corner are correct to my time zone.

It would be really fine for Kalarm and gnome-calendar to use my time zone (western US) instead of UTC.
Can anyone shed light on my problem?

This has been fixed in KDE Applications 18.08, which will be released next month. I don't know when that version will be available in Mint.
