My question is related to sctp, not sure if it can be answered here, please redirect to right place if it not the right place.

Problem description:
sctp stack got a data chunk from an application (upper layer) at time t (say), and it is moved out of sctp layer at time t+24 (in seconds), that too when there was a need to send sack for some other packet i.e. sack was send after 24 sec because there was another data chunk to send, otherwise sctp would have not send sack itself or it might have taken even more time.
Finally data and sack was sent together.

Problem is why it took 24 seconds to release it from sctp layer?
Please let me know if any more information is required.
