Can't use Telepathy Connection Manager 'haze'

When I select Online Accounts and Add New Account ICQ the following error message appears:

This IM Account cannot be created - a Telepathy Connection Manager named 'haze' is missing or it cannot handle protocol 'icq'. Please try installing haze with your package manager.


I have telepathy-haze and libpurple installed.
