The current system of uploading favors the first uploader to make a request when the upload rate is limited.

Uploaders have to ask permission to upload stuff. When there is bandwith available, they get permission, but anybody after the first one doing a request will probably not get permission. And when the next round comes a long it will favor the first one again.

You're right we need to fix this.
