My guess is that it enables the use of CJK scripts (Chinese/Japanese/Korean) in various encodings, since that's usually what CJK refers to. And it looks string related so it sounds as a reasonable guess. As my knowledge of the issue limits itself to having seen the phrase before, it's all the help I can give.
