it appears to be somewhat broken. when i set it to _anything_ other than "0", even if it's as ridiculous as 48000 KB/s, the downloads become slower and slower to the point they're stalled. however, when i set it back to "0", they go up instantly back to normal (causing severe lag, coz of eating up all of my downstream, that's why i need this option for :>)

using svn version of ktorrent, and did a checkout yesterday.
kde version is 3.5.

I sem to be seeing the same affect using 1.1.rc1 under kde3.5 and Suse 9.3

I'll take a look at it.
