Upload speed doesn't cap.

Using CVS from 01.04.06.

I have quite a few bittorrent files going, and no matter what I set my max upload speed to, the total upload speed shown in ktorrent's lower right corner of the status bar is what I'm seeding at (usually about 20-50 kb/s at any given time). This also saturates my uplink so I can't browse the web. Outside of ktorrent, I have noticed that I can download at rates up to about 200kb/s and still browse the web, so it must be my upload bandwidth that is causing the browsing problem. Anyway, do I need certain kernel modules compiled to limit upload or something, perhaps? I have set it as low as 1 kb/s and still not limiting occurs.
