[feature requests] for 1.3 or 2.0

# File level priorities
This way you can set a files you would like to have first. When ktorrent can't get the pieces/chunks for that file from a specific peer, go to the lower selected priority and so on.

# Configurable bandwidth scheduling
Personally i think this one doesn't have a high priority. Though it might be usefull for people on a lan where they can make rules when someone has the right to use all bandwidth.

# Global and per-torrent speed limiting
I think this one is needed. Because in some swarms you get squized out (i don't know why) and you get 0-15KB download with an avarage of 4KB and an avarage upload of 25 (where global is set to d/u 225/80KB).
When you lower the upload on a torrent you can use the bandwidth for better things instead of wasting it.

This could be usefull, but we will have to see if we find time to do this.

I do not see much use for 99 % of the people.
