I would like to be able to add some music from my drive for others to download, but when I click Open, New, and put the file path to the folder in, it it asks me for a tracker when clicking create, what do I use for that field/box?

You always have to upload the *.torrent file first.
Either you do this on a public tracker or in a community.

With the last option you have to download the torrent file of the site yourself after putting it there.
