Stalls are less frequent....but....

First off, i'm using SVN from yesterday. I notice that my downloads don't stall out as much as they did before RC2 (in fact, they will stall out, and start up again on their own). However, when the download is finished, my uploads stall out and they do not start up. I'm showing a list full of peers who only have about 20% or less of the file I'm seeding and they are all choked and snubbed. I'm not sure if you have some kind of re-announce algorithm after a certain time period of stalling or something, but if you do, I have a feeling that the algorithm isn't applied once the download is finished. Can somebody verify this?

We stop the reannounce if stalled after the download is complete.

I think I know what the problem is when you are seeding.
