If this has been suggested please disregard, but as an ex-windows user, this was great to have to give me control of what torrents get what percent of my total upstream bandwith.

It has been suggested already and it's on our TODO list for quite some time. I'd be happy to see this feature too...

I'm not quite sure how we can pull this off with the current limit implementation, but we will see after 2.0

Possibly as a hefty mod to the bandwith scheduler which sort of has somewhat of the same idea?
