Changing download speed depending on time?

Would it be possible to add download speed changing to the kTorrent, depending on the time of day?

For example set the download limit to 5kb/s between 9am and 11pm, and then to maximum between 11pm and 9am.

I know its possible, just a pain to get going. Being a newbie to linux development I'm not sure whether there are linux equivalents of M$ Windows API calls or DDE. Perhaps kTorrents settings could be configured via some kind of API (like windows api/dll calls)?

Go to the settings dialog and load the bandwith scheduler plugin, here is a screenshot of it :
