[latest svn] downloadlimit ignored

There is a small issue with the download limit.
I had to restart the client before the limit (1100K -> 50K) got active. The weird part is that after "the set and client restart" i haven't got the limit to fail again.

It should normally get active when you hit OK or apply in the settings dialog. But you can't reproduce it anymore ... this is very strange.

Yeah i hate it when i can't reproduce something, but i have the bug quite often. Hmm, thinking of it, maybe it needs a torrent to load before this bug starts to be present.

Tried loading a torrent but after that the limits are still being respected.

There was one peak over the limit when I started an existing torrent, but that only lasted for a second, and then it was corrected.

about last svn... 30min update interval is better than 60min, but can it be customizable in config menu? I think 10-15min should be better, I can get more peers when downloading if I update trackers manually

The tracker specifies the update interval, and we follow that.
