ktorrent 2.1.x sometimes ignores "Download First"

Hi,

It's not the first time I've seen this bug. Sometimes (but not always, I would say with 50% probability) ktorrent 2.1.2 does not honour "Download First" priority for torrent parts (files). In fact then "Download First" files get downloaded as they had normal priority (at the time as "Download Normally" files). I don't know exact steps how to reproduce this bug, but it might have something to do with the number of files (even if those files already are 100% completed) that already have this priority when the user sets "Download First" priority for new files. I use priorities a lot so I encounter this bug pretty frequently (and it is a bit annoying).

It might not allways be possible to honour this.

If you have availability in mind, then it's not the case here. The torrents I'm talking about have enough seeders. If I disable ("Do not download") non-first priority files, download speed does not drop at all.

Unless there is a bug somewhere. I'm just speculating because I don't exactly know why this happens.
