[Feature Request] Cycle inactive torrents plugin

I usually have about 20 torrents, but can actively download only one. When the active torrent is not available, well, nothing is downloaded.

It would be nice to have a plugin which would switch to an other torrent if the active is not available for like 3 minutes. This way it would cycle through my torrent list and the available torrents would be sure to download, while those that are avaliable only at certain times would get their share too later on.

Settings I would like to see in this plugin:
- Inactive time in minutes (after this time another torrent would get a chance)
- Minimum bandwith (If download speed is slower than this for the inactive time amount of minutes, another torrent would get a chance)

Do you think this is a good idea?

The Queue Manager has this ability since 3.1beta1.

Does it do that automatically? Mine down't seem to and there is no such setting in queue manager.

I'm probably missing something, but could you explain this to me?

I have KDE 3.5.9 and ktorrent 2.2.5

This is only for the kde4 version, there is an extra section for "decrease priority of torrents which are stalled for too long."
