We have those nice flags that show us where our peers are located, would it be possible to say something like:"i only want peers from that country i selected, kick all others out?"

why do i want this? basically its like that: my connection is utter ****, cant really support lots of connections, but i noticed that peers from some countries usually serve faster downloadspeeds while on the other hand peers from another country _always_ suck (since they just dont have that big uploadspeeds prolly..) . With those little parallel connections my internet-connection can support i of course want the best peers that are avail.

It would be even cooler if i could make a rule like: only download from those countries, but upload to all countries, but i guess thats not possible...
