That's right, you really don't necessarily have to be root, as long as your system is configured to allow non-root users to also shutdown/halt the machine.

In KDE you don't need to be a root to be able to shutdown. This is the default options in almost all Linux distributions. For example see how kshutdown works.
If you don't want to mess with shutdown, you can provide the option to exit the program when finished. Then, it will be possible to shutdown with use of a third party program. Again kshutdown (since version 2.0beta3) has the option to shutdown/logout etc when a selected application exit. |

Shutinng down the system from KDE without root previliges works over a dcop/dbus call to KSMServer.

So does it mean there is no way to get this feature for not advanced user? Shutting down after finishing particular downloading and finishing uploading when "Share" ratio reaches 1.0 or some other number defined by user would be awesome! I start to download files when im going to bed so that feature would be perfect for me.
