I was having this problem in 3.1.6 and I just confirmed that it's still around in 3.2.

When you add a torrent to a group, it loses whatever settings it had for Ratio Limit and Time Limit as well as whatever setting changes were made in Speed Limits. However, it appears that the settings aren't lost when removing a torrent from a group.

Right click on group -> Group Policy -> Enable "Apply policy only for newly opened or created torrents"

Oh my. I didn't even know that there was such thing as a group policy for a group. Thanks for the info.
