The idea is that ktorrent would be able to set number of active torrents dynamicaly depending on the approximate speed they are being dwnoaded/uploaded. E. g. if i set global speed limit to 256 kb/s and there is the only 100-kb/s seeder on the only active download, then we may want to start download next torrent from the queue (in parallel with already active one(s)), with periodic check of availability for the higher speed for torrents(s) with higher priority. The same relates to uploads.
