[forum] Wrong calculation of topic header length

Try to create topic with name '[3.3dev] Bug in renaming of files in "open a torrent" dialog'.

Actual result: You will see something like 'torrent&q' in the end instead of 'torrent" dialog'. It happen because symbol ["] wasn't decoded before checking length of topic name.

What isn`t remembered never happened. Memory is merely a record. You just need to rewrite that record.
