[bug] download does not resume on files update

when you download some files from a torrent, then reach the target share ratio, and then choose to download some more files, the download does not start automatically.
steps to reproduce:
1. choose a mutli-file torrent.
2. uncheck some files so as not to download them.
3. download the checked files.
4. seed until you reach max share ratio.
5. check some additional files in the list.
6. the download won't start, and if you force it to do so, it will prompt you to confirm if you want to keep seeding after reaching 1.1 share ratio.
it could be that you must have a full download queue for the bug to trigger, but even if it is true, the prompt is misleading.

Known problem, haven't gotten around to fix it.
