3.3 is finally out.

As of now the intention is to stop using a very long feature release cycle (3.2 to 3.3 has taken nearly 9 months), the goal is to move to smaller more incremental feature releases every 2 or 3 months. Bugfix releases should be less common.

The next feature release will be centered around UTP support (bittorrent over UDP). It will be called 4.0, the major version bump is only to reflect the new policy, it's not going to be a major rewrite.

So do we know if utp is implemented in 4.0beta1 which has been released recently? I searched the site and the web about that and could not find any indication stating that utp is part of 4.0beta1. In fact, the only reference I could find having both "utp" and "ktorrent" in it is this post.

Curiously, if you say utp is the major function (that's how it sounded to me) in 4.0, why is it on the website it says nothing about utp but everything seems to be centered around magnet links (including the subject for 4.0 release)?

KTorrent version 4.0beta1 is out, this release adds support for magnet URL's.
Next to the magnet support, some other smaller features were also added. Including the possiblity to add multiple trackers at the same time, the bandwidth scheduler can now be disabled temporarely and the IP filter dialog now supports IP ranges.

Why would we add a major feature like UTP and not announce that ?

The piratebay decision has made magnet support a much larger priority then it was at the time. The top priority for 4.0 is still UTP support, and it will show up in the next beta.

It is my intention to do beta releases every time a new big feature is added, to get more testing going on before the final release. After one or two of these big features a new major release will be done.

Ok I see, so it's good to know it's still part of the plans and how your development works. I will prepare my distro and compile beta versions for testing of the features.
