I often suspend/resume my laptop so it would be useful to announce all torrents when network is up.

The easiest solution is based on NetworkManager (+ D-Bus).

I could research the issue and (may be) make appropriate code but I need to know the opinion of team lead concerning the idea. May be this is out of project's concept =)

This was recently added, if the network goes down and comes back up, and the duration between these two events is longer then 2 minutes, KT will reannounce all running torrents and kill of stale peers.

This should cover all forms of hibernation.
