Maximum share ratio not applied to downloaded torrents

When a torrent is downloaded a share limit is not being applied - when I click on a seeding torrent,
there is no active ratio share limit as I specified in queue manager settings.

The global settings are only applied when a torrent is loaded, and that seems to work here.

Loaded - manually?
I use scanfolder.

EDIT: seems like group policy wasn't defined. Testing again.
