I liked to be able to Dequeue my torrents & permanently seed

Now I cant permanently seed my torrents. Ok - I can explicitly stop a torrent, but now when i uprgraded 3.2.4 - > 3.3.4 (ubuntu Karmic -> Lucid) I cannot explicitly start a torrent (permanently download/seed)

Would that mean we can no longer mix permanently seeded/downloading torrents with ones that get rotated when they stall?
Like I could do before I upgraded to 3.3.4
