My system locale is ru_RU.UTF-8

When I want to use cyrillic symbols in RSS filters, I see some strange things.
Screenshots:
1. I have added a filter with cyryllic symbols:

2. Situation after restarting ktorrent:

When I looked to ~/.kde4/share/apps/ktorrent/syndication/filters I found that all right - all strings are in utf-8.
But when starting, ktorrent reads them as latin1.

I have fixed the problem, and made sure the strings are loaded as UTF-8
