Currently the speed limits functionality is implemented in a window. Would it be possible to move it into a tab?

Maybe it would be better to move the per torrent speed limits functionality directly into the torrent tabs as column? For example, the following columns:

<torrent name, status, size, downloaded, uploaded, down speed, up speed, configurable down speed/down limit, configurable up speed/up limit>
