Manual Announce Issues

I notice when I am downloading a file it will still occassionally stall, this seemed to have been fixed up in rc2 but I am still having the same issue. Today I noticed that if I do a manual announce it will boost the speed from 0-2KB/sec right up to 40-100KB/sec, this however will only last a very short time then I have to announce again. Has anyone else noticed this? I am downloading a 30GB torrent and I would like it to go as fast as possible without having to sit and click manual announce every 1 minute.

Any Ideas?

During the choking process,new connections will be favored, So you have a much better chance to get unchoked when you just have connected to a peer. If they subsequently decide to choke you again, there goes your download speed.

But the stalling out is something I need to look at.
