ssh is built into most Linux builds. You could try and find a well-used public Unix system and ssh through it, using proxychains to redirect ktorrent via SOCKS. It's a command line tool used in this format for several distros

ssh -D N username@host

N=the port number you want the tunnel to listen on locally.

If it requires an account, you'll be prompted for your password. Enter it. You won't see any characters on screen as you type it.
