translation question "gedrosselt" = ?

hi
i use kt since 2 days. i use the german translation and i found under the list of connected peers the option "gedrosselt" what means curbed or throttled. What does it say? i can download from this peer with full rate or what?
just wondering, so nothing important ;)
maybe someone knows and has enough time :D

Hi
well after you clicked on a torrent you have in ktorrent, there the "window" with status, which files of the torrent you want to download and also a list of currently connected peers. With ip, homeland, client type, download and upload speed and an column with in German "gedrossel" (yes/no). which i would translate as "speed reduced" or something like this. but why is it reduced? because of me or perhaps because the peer leeched to much?
i couldn't find a manual or something for this point.

Do you now have an idea what i mean?
if not i will make an screen shot^^

I'm guessing you mean choked in the English version.

Well, it just indicates that the peer in question will not upload to you for the moment.

Every client will only unchoke a couple of peers to upload to.
