IP filter at work?

I'm i to believe that if i up a torrent and i get 2 leechers and i'm not connecting to them that the ip filter is working?

I don't understand your question completely.

You should see a message in Log when connection from a peer is blocked. Something like "IP xxx.xxx.xxx.xxx banned, connection denied" or something like that.
